Study Leave as per rule 5(2) of the leave rules of WBBSE
A. To approve the Study Leave as per rule 5(2) of the leave rules of WBBSE, the school has to submit the following documents-
  • An attested copy of the application from the applicant to the Managing Committee of the school praying for leave with dates/periods of leave being mentioned.
  • An attested copy of the letter of permanent approval of appointment of the applicant.
  • An attested copy of the examination program and Admit card / Mark Sheet / Certificate.
  • An attested copy of prior permission from the concerned D.I of Schools (S.E) for appearing in the examination of non relevant subject and distance education / correspondence course, as applicable.
  • Attested copies of documents reflecting the status of administration i.e., the Managing Committee [form4(M.C.)]/ Adhoc Committee/ Organizing Committee/ Administrator.
  • An attested copy of the last order received from the Board granting extension of the Term of Recognition (For Boys/Girls School).
  • An attested copy of the last order received from the Board granting extension of the Term of Recognition with Co-Education (In case of Co- Educational School).
  • An attested copy of the resolution of the managing Committee sanctioning study leave with full pay (As desired by the Managing Committee specifically mentioning the period/dates of Leave.
Special Leave as per rule 5(1) of the leave rules of WBBSE
A. To approve the Special Leave as per rule 5(1) of the leave rules of WBBSE, the school has to submit the following documents -
  • An attested copy of the application from the applicant to the Managing Committee of the school praying for leave with dates/periods of leave being mentioned.
  • An attested copy of the letter of permanent approval of appointment of the applicant.
  • An attested Copy of the Medical Certificate from a registered medical practitioner recommending specific period of leave on medical grounds/fit certificate, whereever applicable.
  • An attested copy of the year-wise comprehensive leave statement of the applicant from the date of joining to the date of proceeding on leave incorporating medical leave / half average pay leave accrued and enjoyed.
  • Attested copies of documents reflecting status of the Administration i.e. Managing Committee [form4(M.C.)] / Adhoc Committee / Organizing Committee / Administrator.
  • An attested copy of the last order received from the Board granting extension of the Term of Recognition (For Boys/Girls School).
  • An attested copy of the last order received from the Board granting extension of the Term of Recognition with Co-Education (In case of Co- Educational School).
  • An attested copy of the resolution of the managing Committee sanctioning special leave with full pay (As desired by the Managing Committee specifically mentioning the period/dates of Leave.)
Extension of the Term of Recognition with/without Co-Education
A. To extend the term of recognition of the school, the school has to submit the following documents:-
  • Forwarding letter from the HM/TIC of the school.
  • Attested copy of the resolution of the Managing Committee in support of the prayer.
  • Attested copies of all recognition memos received from the Board, from the time of formal recognition / upgradation till the current date.
  • Statement of fulfillment of conditions (duly filled up as per the specific case) in the prescribed format (Specimen) of the Board.
Deadline for application- As per Board’s circular No. S/231 dated 13.01.2010.
Late fees- As per Board’s circular No. S/232 dated 13.01.2010.
B. For the continuance of co-education , the same procedure as mentioned in Sl.no A is to be followed and attested copies of all memos received from the Board,granting permission for the continuance of co-education in the school,are to be submitted
Introduction of Co-Education
C. For the introduction of co-education in the school,the school has to submit the following documents:-
  1. Forwarding letter from the HM/TIC of the school praying for the introduction of co-education in the school.
  2. Specific recommendation in favour of the prayer from the commissioner of school education, Govt of West Bengal along with the detailed report of inquiry from the concerned D.I of Schools(SE).
  3. Statement of fulfillment of conditions (duly filled up) in the prescribed format (specimen) of the Board.
  4. Attested copies of all recognition memos received from the board from the time of formal recognition/upgradation till the event date.
  5. Attested copy of the resolution of the managing commitee in support of the prayer.
  6. Any other information regarding the infrastructure of the school, as may be necessary.
Appointment of Administrator in the School
A. For the appointment of Administrator in the school, the school has to submit the following documents :-
  1. The prayer is to be routed through the concerned D.I of Schools (S.E) and the Commissioner of School Education, West Bengal.
    • Recommendation for the appointment of Administrator from the Commissioner of School Education, West Bengal.
    • Detailed enquiry report from the concerned D.I of Schools (S.E) mentioning clearly the reasons for the appointment of Administrator in the school.
Extension of the term of the Managing Commitee of the School
A. For the extension of the term of the Managing Commitee in Recognised Non-Government Institutions(Aided & Un-aided) , the school has to submit the following documents:-
  1. Forwarding letter from the HM/TIC of the school mentioning the reasons for the extension of the term of the Managing Commitee.
  2. A copy of the resolution of the Managing Commitee praying for extension of the term of the Managing Commitee.
  3. A copy of the proposed election programme to the reconstitution of the Managing Commitee, if election has not been held.
  4. A copy of the report of the Election Officer, if election has already been held and the reconstitution of the Managing Commitee has not been completed.
  5. A copy of the last Form4(M.C.), duly filled up.
Extension of the Term of the Administrator of School
B. For the extension of the term of the Administrator in the school, the school has to submit the following documents :-
  • Forwarding letter from the HM/TIC of the school mentioning the reasons for the extension of the term of the Administrator.
  • An attested copy of the letter of appointment of Administrator received from the Board and the date of assumption of charge of the Administrator.
  • An attested copy of the letter of consent from the presently serving Administrator.
Termination of post/Declaration of post to be vacant
A. For the termination of post/declaration of a post to be vacant as per Rule 11(1) OR 11(2) of the Leave Rules of WBBSE, the school has to submit the following documents:-
  1. Forwarding letter from the HM/TIC of the school in support of the prayer.
  2. A copy of the resolution of the Managing Commitee, declaring the post to be vacant and forwarding it for approval to the Board.
  3. Three letters of intimation sent by the school authority to the incumbent by registered post with acknowledgement due with a gap of atleast 15 days, after completion of five years of continuous absence.
  4. Advertisements in atleast two leading daily newspapers giving a final notice to the incumbent, after completion of five years of continuous absence.
  5. A copy of the permanent approval of appointment of the applicant.
Miscellaneous issues relating to the school
B. Extraordinary Leave without pay ( More than 2 years)
  • Forwarding letter from the HM/TIC of the school mentioning clearly the reasons for the said leave.
  • Attested copy of the resolution of the managing Committee forwarding the proposal to the Board.
  • Documents from the incumbent in support of the said period of leave.
C. 'Spent on duty' leave
  • Forwarding letter from the HM/TIC of the school mentioning clearly the reasons for the said leave.
  • An attested copy of the order of acquittal from the Hon’ble Court.
  • Attested copy of the resolution of the managing Committee in support of the said prayer.
D. Change of name of the school- As per the procedure outlined in Board’s Circular No. S/440 dated 16.06.1988.
    E. Any other matter to be considered on a case to case basis.
